JACKSONVILLE BEACH -- A police officer has been reprimanded for forcing a handcuffed woman to walk from a patrol car to a holding cell with her breast exposed.
Investigators said Officer Anthony Dziedzicki violated the 26-year-old woman's privacy and used poor judgment in not taking prompt action to help Crystal Lee Bange fix her dress, which fell down at the arrest scene of her drunken driving arrest as she sat in the patrol car.

He should be charged with indecent exposure if these facts are accurate.
Maybe maybe not, the article might of then been about inappropiate sexual conduct which is worse. The important part is another drunk is off the road.
I thought of that. But even the show "COPS" show the officers covering up exposures with their own coats....and I saw one guy pull a guys pants up for him. That's just common decency.
First hired as an part-time patrolman in 1999, Dziedzicki also got a written reprimand following the Aug. 23 incident ....Not sure brining up the officer's history in the case is such a good idea. In six years he has one previous suspension and now this reprimand, but he was honored by MADD and he also has three departmental commendations. Bringing up his history isn't going to do a lot for the drunk woman's defense.The disciplinary measures follow a 20-day suspension and six-month probation the officer received last year after he lied about a crash involving his patrol car.
Mothers Against Drunk Driving honored the officer in 2002 for writing more than 100 drunken-driving citations. His personnel file also shows three department commendations.
The DUI case against Bange is still pending with a status conference scheduled next week, said Butch Berry, the woman's attorney. Berry said he will bring up the officer's history in the woman's case if the judge rules it is admissible.

If the woman was struggling during the arrest then it's her problem that she wasn't wearing fighting clothes. If she was wearing a top that just covered her nipples without holding her breast, same thing, her problem.
Maybe you can tell I don't have much sympathy for those that resist the lawmans orders. Court rooms are where to do your arguing.
Putting her in the patrol car with a boob hanging out, no prob. From the car to the cell, probably would have been wise to have a female officer come help tidy her up. Too many folks looking to sue the deep pockets to not use some common sense.
Why did they fall out in the first place?
As Racehorse Haynes stated in his one word defense of his client Morgana...gravity.
If Officer Anthony had tried to help the woman adjust her dress to cover her breast he'd be accused of sexually assaulting her.
Enough for me. Hang him! (or at least shun him).
