If this is the Ramada Inn they were staying at, it's unlikely that rescue boat operators would get a thrill over seeing female breasts from the roof of a 12 story building.
That's my sentiments.
Now, had the Limey injected something like ... "the girls had just had a bath and were ready to party" ... it may have made one wonder.
The thought of some girls being asked to perform like strippers, being caked with a weeks worth of dirt and smelling like an old coon dog ... well, it just isn't palatable. ;)

The guys in the boats weren't police officers. If anything it was Sean Penn looking for some "D" cups to bail out his boat with.

It's the sort of self-serving commentary...the fact that
people who he reacted to all served him well, like the
guardsman, the female guard who kept his daughters out of the
dome. How can a guy, who just got rescued, suddenly decide to lose
respect for EVERYONE in authority....plus he describes
the dome as "hell"....uh, how about poorly managed, potentially
dangerous", "not a good place"...."hell" is alot worse than
the dome...sounds like a "tall" story, or "urban myth"...
Tourists from Germany, Australia and Canada have also reported stories such as these.
I've yet to find any stories on the Internet. Can you point out where these stories are published?

Oh, no, it's not crap. I was there, and saw the whole thing. Bush had his hand on the tiller, and was the one making the shirt lifting motions. The Secret Service was there with him, steadying the boat and pouring drinks. Rove was with him and yelling, too, and pissing off the boat onto some poor people who were begging for help. I swear, I saw it.
I'd post more, but I have to get back to DU.
