It was "41 shots" not only because of bad marksmanship, but because the PC people made such an outcry about "inhumane Dum-Dun HOLLOW POINT bullets" that NYPD carried FMJ Ball, and it went right through the guy, the steel door, living room, and into the couch.

#1. They are in lockdown before mission is briefed.

#2. This is not a Delta mission.

#3. No operator would ever call anyone to tell them they were going anywhere.

#4. They would never make a spectacle of jumping in. If they were to go anywhere, they would slip in quietly.
