You are totally right. I remember my dad telling me the same thing about the Red Cross in WW2...My baby sister died while he was in Arkansas and they "gave" him train tickets to get home allright, then they harassed him and threatened him until he repaid them.
Don't know. That's the problem. The evauation is not organized in any way. People are thinking they're helping out by getting the people out of NO in any way possibe, but not planning ahead enough to make sure there are facilities, food, water, etc. where refugees are being taken.
Did you see where the first bus to the Astrodome was not expected? I've been working all day so don't know what happened to these people other than they got food and water by the Red Cross, but were told that because they didn't come from the "dome" in NO and were not expected, they could not go into the Astrodome (sp). The evacuation is a MESS!!!
It's football season, so they must be a lot of them up and ready to display advertisements over many stadiums on football Sundays.

God forgive me for saying this, but if there are a few looters with guns, especially the sharpshooter sniper on the roof, firing on the Drs. trying to evacuate sick from the hospital; save some of your ammo for when that bastard in the White House makes his visit to NO this week!!
I agree. I don't see any obvious signs of leaks. There is no sheen on the waters in the pic and the water appears to be contained within several dikes (concrete, then earthen). The concrete would've been coated with an impermeable top coat, we 'painted' our containments areas once a year to meet EPA permit requirements. Unless the tanks suffer from wind damage or wind stress, they should function as designed. Even the complete failure of one tank appears it would be contained.

In 1998, the DoD and the US Army Corps of Engineers drafted a document detailing the fact that New Orleans was protected by levees which were designed to protect N.O. from a LEVEL 3 hurricane. These groups wanted to go into N.O. and assess what needed to be done to improve the levees to at least withstand a LEVEL 4 OR 5 hurricane.
This serious request and supporting information was deemed highly necessary to protect N.O. and was presented in full to the President of the United States for approval of this critical project.
THE REQUEST WAS DENIED BY WILLIAM JEFFERSON CLINTON. For those interested in the details, they are available in the FEDERAL REGISTER as a matter of permanent record.
