Looks like the gangs have gotten enough dope and free, looted beer in their system to go take on the already stretched thin cops in their neighborhood.
This is obvious to the looters response to the "oppression" they have suffered under the cops to obey the law and be productive citizens.

My National Guard Unit in Arkansas (39th INF BDE) has asked for volunteers. I won't go unless we have shoot to kill orders for looters.
