CA: Senate rejects Schwarzenegger's energy plan

SACRAMENTO (AP) - The state Senate on Thursday rejected Gov. Arnold Schwarzenegger's plan to reorganize California's energy agencies.

On a 26-12 vote, lawmakers opposed the governor's plan to consolidate four state agencies under a new Cabinet-level secretary of energy. Schwarzenegger said the plan would centralize decision-making and improve accountability. Democrats in the Senate said it violated the state Constitution.

"Nobody here is disputing that we need a comprehensive energy policy," said Sen. Martha Escutia, D-Norwalk. "You cannot transfer duties from the PUC to an executive body ... You have to follow a process."

In June, the Legislature's lawyers said such a Cabinet-level agency could infringe on the authority of the state Public Utilities Commission to approve the location of natural gas pipelines and electricity transmission lines.

The Little Hoover Commission, an independent panel, also voted against the proposal.

"The governor remains committed to reorganizing the state's convoluted energy regulatory system. The people and businesses of California deserve a stable, affordable and reliable supply of energy," Schwarzenegger spokesman Bill Maile said after the vote.

"The governor will continue to work with the Legislature to develop a cohesive energy policy to keep the state's economy growing and to keep employers hiring."

So--rolling blackouts and the left wingers in Sacramento still prefer to play politics rather than solve the problem.

Nor is Arnold blameless. He should have started earlier and jumped all over their asses in Sacramento. They learned nothing from the earlier energy crisis. The voters will not be kind.

Lets do nothing some more...

kinda reminds me of the nation at large with the gass prices. we need to figure out a way to spur compeition and bring down prices.

and yeah.. i hope with the rolling black outs comes ahnold rolling up the sleaves and straightening out the legislature.

What are the key issues that got Davi$ recalled while the remainder of the idiots on the left legislators sit untouched? (not that a few on the right aren't culpable too)

Energy, vehicle fees, licenses for illegals, for starters.. and fund-raising like a bandito.

Davis earned his recall, and Arnold seems determined to follow the same path.

He's been a big disappointment.

Not a single conservative I know will vote for him again.

God forbid that these people actually solve a problem. Process over substance is the name of the game in their mind.

Question: What level of crisis must be reached in order to generate sufficient political will to remove these people from power?

Answer: Something that has a direct, strongly negative impact on the quality of life of suburban white liberals. Many of them live in a bubble: great weather, low crime, good schools, nopower problems, relatively short commute to work, maybe a gated community...they can't understand why voting for that nice Democrat lady who "stands up for our schools" and defends the bubble they live in is having disastrous consequences for other parts of the state.

No kidding. He, along with Gray Davis, is intimately allied with the principal players responsible for the energy shortage in California over the last 25 years: the Natural Resources Defense Council.

Would you like an extra 980MW in capacity? Ask John Bryson, founder of the NRDC and now CEO of Edison International.

When people start to understand how a greenie attorney becomes CEO of a power company, they'll start to understand how environmentalism really works.

Do you have any actual evidence that Arnold is "allied" with the Edison CEO? Any cites?

Yes Arnold is a flaming liberal. That's why the Democrat legislature blocks his every move, and public employee unions have spents tens of millions on attack ads to try to stop his state initiatives.

Only that his environmental plan was written by NRDC lawyers, including his brother-in-law RFK Jr.

Then you can try this lengthy post which was part of a thread discussing this very issue not long after Arnold was elected. It's full of citations and links that will explain the whole sorry mess.
