Ten surface ships, six patrol aircraft and 2,000 personnel from 13 countries including the United States, Singapore, Australia, Japan, France and Britain participated in the five-day exercises.

I searched and found some other articles on Deep Sabre:

According to the last article, the 13 countries were Australia, Canada, France, Germany, Greece, Italy, Japan, the Netherlands, New Zealand, Russia, Singapore, United Kingdom and the United States.
