WOD is a laugh. We may wish it wasn't, but DEA themselves tell us they only put a 10% dent in the trade. Also, like all bureaucrats, don't really want to abolish their reason to exist (were it truly too much of a hassle in the USA, dopesters would simply go to Mexico or Canada to indulge).

Actually, no. Only those problems associated with corruption would be reduced. Overdosing losers will still be killing themselves in roughly the same numbers.
