BEIJING, July 13 (Reuters) - China has moved for the second time this year to limit outside involvement in its electronic media, banning city and provincial broadcasters from even cooperating with foreign firms.
One Chinese television company, Qinghai TV, said such regulations had caused it to cancel plans to work with Rupert Murdoch's News Corp., the China News Service and the People's Daily Online reported.

All this frantic banning of internal comms tends to confirm Mark Steyn's guess. China is coming apart at the seams due to uneven wealthing of the economy (broadly speaking: the coast is rich, the inland poor). Democratisation will occur, but there will be some "phase change" in their society first.

Securing essentials *like* reliable, cheap energy source(s), providing national security, and perhaps most important protecting a nation's information source(s) sound pretty sane to me.
Providing said nation possesses a serious desire to survive, that is.
