Guantanamo Commanding Officer Relieved

MIAMI - The commanding officer of the U.S. Naval Base at Guantanamo Bay, Cuba, was relieved of his duties Saturday after he was accused of inappropriate management practices, a Navy spokesman said.

Capt. Leslie J. McCoy, who had commanded Guantanamo since March 2003, was the subject of an investigation into inappropriate personnel and administrative practices unrelated to the base's detention camp for suspected terrorists.

"His release and reassignment are in no way related to the detainee operations taking place in Guantanamo," said C. Patrick Dooling, spokesman for Navy Southeast Region based in Jacksonville.

Dooling would not elaborate on the allegations against the officer.

This is unfortunate.

You'd think it would have to be pretty serious for them to be willing to take the PR hit right now knowing this will get seized on and every conspiracy theorist will try to connect it to abuse.

McCoy will be transferred to the staff in Jacksonville. Capt. Lawrence S. Cotton, chief of staff of Navy Region Southeast, will command the base until a permanent replacement is named."

The Gitmo prison is commanded by an O-7 BG, the base is commanded by an O-6 Colonel. There is probably some interaction between the two commands, but on an operational and reporting basis, they are not related in any way. I'm sure some members of the press will seek Jack Nicholson's comments on the matter, in that he was a previous commanding officer at Gitmo in the late 1990's. (sarcasm /off)

Important distinction between the prison and the base. It would be nice if the mainstream press would pick that up - I know I missed it.

WASHINGTON (NNS) -- Capt. Leslie J. McCoy was relieved of his duties as commanding officer of Naval Base Guantanamo Bay (GTMO), Cuba, July 9, 2005.

Following an investigation into allegations of inappropriate personnel and administrative management practices, McCoy was relieved by Rear Adm. Annette E. Brown, commander, Navy Region Southeast, after she lost confidence in his ability to effectively lead.

McCoy, who had commanded GTMO since March 2003, has been transferred to the staff of Navy Region Southeast in Jacksonville, Fla.

His relief and reassignment are in no way related to Joint Task Force Guantanamo detainee operations.

Captain, Colonel same thing. O-6. I just never give the Navy credit for anything. My MG dad (retired amd passed on) made sure it got passed along in the genes.
