If you don't know what his comment refers to, read this report(in pdf format) released last month. Nortel, Cisco, 3Com, Sun Microsystems, and even Microsoft are building China's Next Gen network with censorship specifically written into the backbone of the networks. Everything you here the civil libertarians fight against in the West, is included in the Chinese next gen network. These companies have opened R&D facilities in China to provide the hardware, software, expertise, and management training for this highly censored network.

So what? They are building to the user requirements. The problem with China is a whole another debate and has nothing to do with Nortel and Cisco.
