You are absolutely correct.
People - legislators - are idiots. They are not engineers and scientists, much less thoughtful 1s. Hence, they have NO RIGHT in any way (never mind moral, natural rights) to tell others what they must produce.
True Story -- the genius city council in Euclid, Ohio years ago decided that since natural gas companies add an odor-producing gas so that people can detect a leak, the Perry Nucular Plant located East of Euclid (downwind - but that is only minor stupidity) needed to add something to radiation emissions so that people could smell something if their was a major leak of radioactive emission!!!! (world-class stupidity and ignorance on so many levels).
