Of the $3.4 billion the tax has generated, only $1.3 billion has been spent mostly on providing universal health care to children in 18 counties.

Just damn....where did the rest go?

A little off topic but am I unique in being annoyed that the Social Security Administration spends unknown amounts of money to send each of us a newsletter in the middle of summer to tell us how much we might collect someday.
Or why the US Postal service spends money on advertising as if there is a competitive mail delivery system.
