I think he means that popular West Virginian Robert C. "Sheets" Byrd won't give up the floor to have a vote. It takes 60 votes to have a vote.
But, the important fact is: There are only two hours left, and he implored people to send emails or make phone calls to their Democrat senator offices and get this moving before the deadline.
The ins and outs of the proceedings, and taking the time to question them, (not you, I am not referring to your comment per se, but others criticisms) uses up the precious time that we should be emailing and phone calling. I have done so already. Please, let's get this done.

I miss the early days of FR when everyone posted and got along, basically, without the personal insults. The last two years at least a new breed of FReepers have arrived on the scene who just have nasty attitudes and can't make their point without a personal attack. Pratice making a point without inflicting your arrogance on the forum next time.
The word over at NRO is that the Senate has passed it with a voice vote. No word on whether there are differences between House and Senate versions.
A Reuters report seems to indicate that the House and Senate versions are different, so there will apparently have to be a conference committee to reconcile them.

I'll be happy to observe this standard. Of course, you don't say anything when Freepers call for assassinating world leaders who criticize the US, for instance, as recently with Hugo Chavez. So, color me skeptical. But I'll go along with it until proven otherwise.
