If you were paying close attention, you probably noticed the administration appeared to be caught a bit off-guard on this. The following may explain why.
"We were given that impression in a very direct way for a long time," Cellucci said, appearing on CTV's Question Period.
He said Americans were "perplexed" at the decision not to participate because "we've been pretty much assured for a long time that Canada wanted to participate, that this was in Canada's sovereign interest to participate."
He said the decision was Canadians' loss "because they will not have a seat at the table."

The PM is running a minority government, and barely has control of his party. This move was to satisfy his backers within the Liberal Party, and is also an attempt to regain a majority in the next election by 'standing up to American weapon-ization of space'. Not at all shocked.
I would have to say France before we went to the UN and pressed a vote on Iraq. From what I read Powell was assured that they were going to side with the US on the resolution and he just happened to be watching TV when the French came out staunchly against any action in Iraq and his mouth literally hit the floor.
