UN Panel Aims to End Internet Tug of War by July

GENEVA (Reuters) - A U.N.-sponsored panel aims to settle a long-running tug of war for control of the Internet by July and propose solutions to problems such as cyber crime and email spam, panel leaders said on Monday. The panel, set up in December 2003, will lay groundwork for a final decision to be taken in Tunis in November at a U.N.-sponsored World Summit on the Information Society, where global control of the world wide web may be decided.

Right now, the most recognizable Internet governance body is a California-based non-profit company, the International Corporation for Assigned Names and Numbers (ICANN).

But developing countries want an international body, such as the U.N.'s International Telecommunication Union (ITU), to have control over governance -- from distributing Web site domains to fighting spam.

"There is an issue that is out there and that needs to be resolved," said Nitin Desai, chairman of working group and special adviser to U.N. Secretary-General Kofi Annan.

Incorporated in 1998, ICANN oversees management of the Internet's crucial addressing system which matches numerical addresses to familiar Web site addresses.

While its oversight has been confined to technical matters, critics say that it is subject to U.S. political influence.

The ITU, a 138-year-old trade body that among other things established country code rules for international telephone calls, is seen by developing countries as being better able to address their needs.

All countries want to counter spam -- unsolicited commercial messages that can flood email accounts by the hundreds and burden the web with unwanted traffic.

Oh, yeah, lets give the UN control over the Internet. With a year, we'll all be back to 9.6 KBPS dial-up modems ('cause all connections must be equal), Bill Gates & the founders of Goggle will be on trial in the Hague for Crimes against Humanity, and Kofi's other children will be making fortunes.

They been proven dangerously unfit to handle the oil exports of only one country, so now while that investigation's being whitewashed and stymied they're arguing to control all of cyberspace, not to mention control the two-thirds of Earth's mass (Law of the Sea Treaty). They certainly do have cheek.

Hey, guess the World Wide Web was fun while it lasted.

Even without any mercenary and (or) malicious intent (however unlikely), with it's well documented history of bungling, the UN will find a way to screw things up.

The funny thing is that the UN can do anything they damn well please. It is the root DNS servers that hold the mapping of names to addresses. If other nations want their ISPs to point to a different set of root DNS servers, they can ALREADY do that.

The "problem" is that they want their cake and eat it to. The want the access to the old Internet, but if they start pointing to different root servers, it will break their ability to use to use the old Internet. They will only have access to their private / new / UN Internet.

The United Nations is a corrupt disgrace and it is time for the USA to WITHDRAW from and defund the United Nations. Please tell your senators, congressmen and everyone you know to support H.R. 1146 which would WITHDRAW the USA from the United Nations, prohibit US funds going to the UN and prohibit US troops serving under UN command. H.R 1146 is the American Sovereignty Restoration Act.
The whole mission of the UN is to take power, money and national sovereignty from the USA. Thus the United States must withdraw from and defund the UN, a worthless organization, and if we go, if we are lucky, the whole thing will implode.

I meant to say that it's not even about Spam. That’s a pretense issue. The UN doesn’t have the power to decide anything… It will go nowhere. The UN only has the power when we yield it. How can they talk about a final decision; it’s not their decision to make.
