Its still a 'cease-fire' until the Israeli's get serious. Otherwise the Palestinians can fire rockets into Israel and shoot whatever but the media will say the 'peace is holding'.

Yup. The Palis can bomb, rocket, mortar and shell. When the Israelis respond, the Israelis broke the peace.

I doubt that the PA has total control over every pali. Some people don't get the message that peace is what pretty much what everyone wants and they don't really give a damn about any "agreement" that they're government has made with another country. Unfortunatly these people probably will need to be killed or imprisoned before the attacks will stop, talking to them obviously isn't doing any good.
Hopefully the PA has some info about who is not playing ball and passes it along to the IDF if they are not able to deal with it. If they deliberatly obstruct the IDF then we know that somethings afoot.

Funny, there were never such things as 40 round mortar attacks and open sporadic firing until Abbas moved in 5,000 troops, er, police to keep the peace.
