Officer Shot Man At Wheel From Rear

An off-duty deputy U.S. marshal embroiled in an apparent road rage confrontation along Rockville Pike on Thursday night fired repeatedly into the rear window of his adversary's car, killing the man as he sat behind the wheel, according to police and witnesses.

Numerous witnesses to the death of Ryan T. Stowers, 20, at the Mid-Pike Plaza in Rockville shortly before 8:30 p.m. were being interviewed by Montgomery County police yesterday. Authorities said no decision had been made on whether charges would be filed against the deputy marshal, Arthur L. Lloyd, 53, a 28-year veteran of the U.S. Marshals Service assigned to U.S. District Court in Washington.

"The rear window was shattered out," said Capt. John Fitzgerald, a police spokesman, who said investigators had begun to talk with at least 40 witnesses. "With that many witnesses, there ought to be a very clear picture of what went down."

Although Fitzgerald said Stowers may have driven toward the federal agent in the plaza parking lot, three people who said they witnessed the shooting told The Washington Post that Lloyd was standing with his gun drawn and opened fire after Stowers drove past him.

As if cops ever get prosecuted for killing peasants.

Couple of problems here;

1) No federal LEO is ever "off duty".
2) Road rage???? The story doesn't give details.
3) If the dead man tried to run down the Marshall, deadly force is justified, even if the subject was fleeing.

What kind of details do you want? He shot a fricking 20-year-old in the BACK. Do note that the BACK windshield is shot out while the front is NOT. Did you read the story? Two different witnesses say he shot him in the back, and one of them declared with certainty that the guy pulled AROUND the LEO.

Unbelievable that anyone could try to justify something like this.

I'm not trying to justify this, just saying that there is more to this story than was printed.

If this Federal LEO shot this person w/o proper justification, he should be hung by his b@lls. I want to hear the whole story.

I agree. There is more to this than has come to light, as yet.

53 y/o, 28 year veteran LEO's are not usually the type for road rage and/or bad shootings.

However, if this was unjustified, I'd like to see him fry.

As a side note, good shot. Considering the reputation law enforcement has with accuracy these days, the LEO did hit what he was aiming at, and it was a tricky moving target.

Honestly, it sounds like a punk tried to intimidate what he thought was an "old man". Turned out that the "old man" was quite capable of preventing a repeat occurence against himself, or ANYONE else. Ever. Unless proved otherwise, there is little sympathy here for the young hoodlum.

So do I and so do I. Good cops out there all over the place trying to do their jobs are the ones who pay when a hothead does something like this, and my gut tells me that's exactly what we have here.

I think the comments attributed to the LEO bear that out: the "you just hit a federal officer" spiel, the refusal to produce ID, etc. Bet a buck the bottom line is that the USM decided to take things into his own hands and then exploded in fury when the kid refused to obey him and drove off. If it was simply traffic-related--and there's nothing to indicate that's not the genesis--the USM should've dialed 911, reported it, and waited for the police to arrive.

Funny, doesn't sound that way to me at all. Sounds a lot like a hothead murdered a 20-year-old kid for daring to defy his orders. We'll see how it plays out.

Sounds like marshall got into a fight with the deceased, got too hot under his own collar (yelling things like--"you just hit a federal officer!!!") and decided this guy needed punishing. The guy yelled back, "show me some picture I.D.", to which the officer answered, "this is all the answer you are going to get!" while pointing a gun at the guy. So, the fellow resonably tries to get away (he met this "officer" in fistfight about a traffic incident, for crying out loud) gets murdered for the attempt (to get away).
Oh yeah, I'm just so certain this was oh, so NECASSARY.
The officer didn't have a choice! Why, the guy was fixing to get away! And the guy had hit HIM! An OFFICER!
Only OFFICERS can scream and yell and assault people---hell, everybody knows that...
Oh, and I'm oh, so certain that this "officer" will tell the truth, the whole truth, and nothing but...
Since swearing out false statements is a felony, you know...and everybody knows, LEO's NEVER do THAT!
Ok, maybe only like two or three times a century.
