Felons served as election deputies

Two men deputized by the City of Milwaukee to register voters are convicted felons who are on probation and are therefore not eligible to register people to vote, court records show.

Both felons became so-called deputy registrars through Project Vote, whose voter registration activities are being investigated by the Racine County district attorney's office.

Told Friday about the probation status of the two Milwaukee men, Milwaukee Election Commissioner Lisa Artison could not say how many voter registration applications they had submitted. But she said in an e-mail that a voter "cannot be disenfranchised" because of errors by election officials or deputy registrars.

The work of deputy registrars is important because local election clerks generally do not try to confirm the identity of the person named on voter registration applications that are submitted by the deputies.

By contrast, election clerks must see proof of identification from a person seeking to be registered if their application was submitted by someone who is not a deputy registrar.

Local election clerks give deputy registrars some instruction and make them swear an oath to work honestly, but no criminal background checks are done.

"It's like an onion, with every layer you strip off you're finding another layer of corruption here," said Chris Lato, spokesman for the Republican Party of Wisconsin. "Clearly there are flaws in the system when felons can apparently very easily get involved in the Wisconsin election process."

The Republican Party held a news conference this week to highlight a felon in the Dane County Jail who tried to vote by absentee ballot - though the attempt had already been caught by jail and election officials.

People convicted of felonies become eligible to vote only after completing their sentence, including any probation or supervision. Deputy registrars must be eligible to vote.

According to court and election records:

Tonsie L. Wilson, 37, of the 3800 block of W. Wisconsin Ave., was convicted of felony burglary Sept. 10 and was sentenced to 21/2 years of probation. Six days later, he was certified by the city as a deputy registrar.

Wilson also was convicted Sept. 10 of misdemeanor disorderly conduct and misdemeanor violation of a domestic abuse order in separate incidents.

Corethious Taylor, 36, of the 3200 block of N. 12th St. was convicted in June 2003 of felony manufacture/delivery of marijuana and felony possession of marijuana with intent to sell. He also was given 21/2 years of probation. Taylor, who also was convicted of felony hit-and-run involving injury in 2000, was certified as a deputy registrar Aug. 6.

Doris Alexander, head of Project Vote's Milwaukee office, said Wilson is involved in get-out-the-vote efforts and she didn't think he had registered any voters. She said she didn't recognize Taylor's name as someone who worked for Project Vote.

A woman at Wilson's home said he was out of town with Project Vote and could not be reached for comment. A woman identifying herself as Taylor's mother said her son had registered voters for Project Vote for some time but quit after a dispute over pay.

After being told Friday about the probation status of Wilson and Taylor, Artison said she immediately revoked their status as deputy registrars. But she pointed out that the deadline for voter registration drives to submit voter registration applications passed this week.

The Racine city clerk's office asked the Racine County district attorney's office to investigate voter registration applications submitted by Project Vote workers after several discrepancies emerged. When the clerk's office contacted several residents who were named on voter registration applications, the residents said they had not met with Project Vote workers and did not authorize applications to be submitted.

But they are not proven crack dealers, so this should be OK.

You have to admit they are catching a lot of this garbage before the election. Somebody is doing their homework.
Just like catching those 35K ballots in OH. In the past that would have slid by.

And of course Governor Doyle vetoed a bill sent to him that would require all Wisconsin residents who wanted to vote to produce a valid picture ID..

The Gov of Wi does not care if his tax paying citizens are disenfranchised by fraud unless they are Democrats.

Yes, you are correct. Have been collecting an analyzing voter fraud material at sight below.....There is a great deal of it in the swing states, but the good news is people are not only aware of what is happening but it is being turned over to authorities who are doing something about it......

In some cases (double voting) I think that just the fact that it is made public (Kansas City), that a few people are being prosecuted, may help deter it.

the city of milwaukee has done next to nothing. The local paper has done amazingly little. The only one really digging into this seems to be mark belling (local talk show host, occassional sub for rush limbaugh).

This election won't be determined by how many people john kerry can get to vote for him - it will be determined by how much vote fraud the democrats can pull off.

I've just been compiling any material on voter fraud article on one thread.....Justa Cowgirl was going to put it excell format, but she's having computer problems....I've out lined many of them and have them on my hard drive.....HOpe to at least organize the materials by state and post another thread with links....

Some of these "felonies" reflect the swelling hysteria of the WOD more than any grave wrongdoing. A burglary is serious business, but on the other hand it looks like "Corethious Taylor" could have been guilty of nothing worse than growing pot and sharing it with some friends.

I'm not so sure. I think it's just as likely that this fraud is so widespread and clumsy it's inevitable that some of it is caught, but it may be just the tip of the iceberg. I think it's time to tighten our laws. PC be damned.
