Annan hails Russia's Kyoto move From correspondents in United Nations October 1, 2004

UN Secretary General Kofi Annan today hailed Russian steps to ratify the Kyoto Protocol, which would bring the measure on climate change into effect.

"He welcomes this step, since the entry into force of the Kyoto Protocol, made possible by Russia's ratification, will be the essential first step in tackling the planetary challenge posed by climate change," Mr Annan's spokesman said in a statement.

"He takes this occasion to remind the entire international community of the need to bring a greater sense of urgency to this crucial issue of human security and well-being," the statement said.

Russia's ratification is vital for transforming Kyoto from a draft 1997 agreement into a working international treaty. Moscow had for years hedged on whether it would approve the pact.

The treaty requires industrialised signatories to trim output of six "greenhouse" gases by between 2008 2012 compared with their 1990 levels.

Russia's cabinet backed the treaty earlier today, a key step that is likely to finally enable the measure to enter into force despite its categorical rejection by the United States.

The cabinet decided to send the treaty on to the State Duma lower house of parliament for approval, which is all but guaranteed in a chamber where the Kremlin holds a two-thirds majority.

Deputy Prime Minister Alexander Zhukov was quoted saying that the various Russian ministries will adopt the proper legislation required for the treaty to be formally ratified by Russia within three months.

Nice of Annan to interrupt his busy day of ringing up the day's Swiss Bank take, or refilling another glass champagne, but he wouldn't happen to be referring to the genocide in Africa, or the non-stop Muslim terrorism that's infected the world -- would he??

They can all sign - so long as we do not. This is just another attempt to steal America's wealth and destroy our economy. Heck, most of the signatories are not following it today.

Russia is the biggest benefactor of poor nations (in relation to Russia’s GDP), Russian Finance Minister Alexey Kudrin said during his working visit to the Slovene city of Brdo on July 26, the Kommersant newspaper reports.
Theoretically, this position should help Russia become a full-fledged member of the Big Eight, a club of the world’s richest countries helping the poorest nations, the newspaper notes.

According to Mr. Kudrin, Russia wrote off $35bn in debts to the poorest nations over the past five years. He added that Russia had become the largest creditor of the world’s poorest nations, including the republics of the former Soviet Union. The Finance Minister pointed out that $5.5bn out of $35bn that was written off, was “official aid to the poorest nations”.

Russia is in third place in terms of the absolute volume of aid to the poorest nations, and it is in first place in the ratio of this aid to its GDP, according to Mr. Kudrin. He stressed that Russia, a member of the Big Eight, participates actively in developing and deciding global international problems, including poverty, the Kommersant reports.

I would favor the Houston PROTOCALL, which would make polluting countries like china and brazil (CO, SOx, not CO2) pay punitive taxes on their exports.

The few large manufacturing companies left in America will have to move there factories to non-Kyoto countries (China) if America joins the treaty. It’s no good for America and its purpose is to slow our growth. The US Senate, both democRATS and Republicans, voted this treaty down, and it should stay dead in America.

The EU has been the main advocate of the treaty, under which emissions would be cut by an average of 5.2 percent from 1990 levels by 2012. The commission estimates that emissions trading will slash the cost of meeting its Kyoto target by a third. It's pledged to make half of the necessary cuts in greenhouse gases within Europe to show developing nations that it will share the economic burden of reducing emissions.

The accord allots emissions allowances based on Soviet-era levels of industrial activity and allows Russia to sell its unused emissions credits to countries that have exceeded their quota. That is an incentive for Russia to ratify the treaty, EU Environment Commissioner Margot Wallstroem has said.

Yep, anytime the big enviral nazis like the UN and ANNAN are behind something like Kyoto, there is big time money to be made from the corruption.
