I saw that suggestion and thought it was a good one. My neighbor had those chips inserted in their two dogs. If they can do it for pets, they should do it for people. It would be so simple.

I don't think the technology is quite there yet. The chips they implant in dogs are simply ID chips which can be read by a scanner at the dog pound or vet. You would also need a GPS receiver, to obtain coordinates, a cell phone transmitter, to broadcast those coordinates, and a battery to power both, for a chip to be used like the lo-jack system that is used to recover stolen cars.
I believe researchers have shrunk the whole package down to thumb size, but there are still bugs which make the system impractical currently.
When it is finally put in use, kidnappers will probably learn where to cut people open in order to find and discard any possible locater units, so it might not be as useful as hoped anyway.
