No one seemd to know the definition of "SELF INFLICTED". Ask them. They assume it is always when you shoot yourself in the foot.

I'm confused as to why Whitman is holding a cross-talk comment as a smoking gun. He's taking one comment so literally as to allow it to negate the rest of the conversation. That's what I hear from his performance of the transcript.

Actually, the NWS does tests all of the time. They are supposed to mark them as a NWS Test. It looks like someone forgot to place this in test.
