TIMES NAILS THE ILLEGAL PROBLEM

The Washington Times published a very interesting three-part series on illegal immigration.(1)

This series should be required reading for those in many states who wonder why their local taxes are so high.

According to The Times, there are an estimated 8 million to 12 million illegal aliens living and working in the United States. Worse yet, they have little or no real fear of ever being detained or deported. Because, the federal government only has a total of 2,300 federal agents assigned to apprehend them.

As reported, if the current roster of 2,300 agents dedicated to pursuing illegal aliens now in the country arrests 500 persons a day, an unattainable goal at current resource levels, it would take from 44 to 66 years to apprehend them all -- and that's assuming that no new illegals enter the United States between now and 2070.

Following the money trail, the Times report states that we pay more than $7 billion annually to educate the children of illegal aliens, $1 billion for health care and emergency treatment and nearly $3 billion to detain illegal aliens in state and local jails.

Which means, we have a real problem and the federal government is doing little to help. Add in the fact that nearly half of the 48 al Qaeda terrorists tied to violent acts in the United States between 1993 and 2001 committed significant immigration-law violations and that problem gets more serious than just monetary expenditures.

We might add, too, that many illegal aliens are, in fact, also terrorists. Anyone who disagrees only needs to take a leisurely walk through one of their neighborhoods some warm evening. Even police fear entering some of those areas, and they have guns.

The point is, it appears that the representatives of the American people are getting a little wayward again.

For instance, the $87-billion (and growing) bill to the American people for Iraq equals over $760 for every taxpayer. Contrast that with the total 2003 federal border security (Coast Guard, Customs & INS) budget of $10.7-billion.

I hate to be inconvenient here, but I find these expenditures to be backwards. If we used $87-billion to protect our borders, language and culture against the massive onslaught of illegal aliens and drugs, we would probably have not have had the "terrorist" problems to begin with. Nor would we have over-burdened budgets for schools, prisons and government subsidized medical care.

And, we would not need all those obnoxious (and unconstitutional) anti-terrorism laws.

Let's back some of that up with information that comes directly from the federal government:

The Bush administration proposed an increase in the fiscal 2003 budget increases for homeland security functions at the Coast Guard, Immigration and Naturalization Service and Customs Service. Therein, the President proposed a total of $10.7 billion for border security in 2004.(3)

Yet, the White House reports(4) that the United States has a 7500-mile land and air border shared with Canada and Mexico, 11.2 million trucks and 2.2 million rail cars cross into the United States, while 7,500 foreign-flag ships make 51,000 calls in U.S. ports annually.

But, the 2003 Budget increased the inspection budget of the Customs Services by just $619 million, for a total of $2.3 billion. Increased funding for the Coast Guard's homeland security-related missions (protecting ports and coastal areas, as well as interdiction activities) were increased by just $282 million, to an overall level of $2.9 billion. The increased Immigration and Naturalization Service (INS) budget for enforcement was just $1.2 billion, for a total of $5.3 billion. (Immigration and Customs Enforcement merged recently.)

When compared to what we are giving, as grants to Iraq, this isn't much.

There's an important argument to be made here and it points right back to the Clinton administration.

That is, if the budget was in the black, as Clinton claimed, then we had the money to beef up our national security by protecting our borders. As we now know, Clinton had strong reasons to believe that terrorists from al Qaeda, and other terrorist groups, were planning to attack within the United States. Which means, Clinton had good reason to spend a few billion dollars more on border security and chasing down illegal aliens.

But, the Clinton administration did nothing.

Nothing whatsoever. History will make Clinton pay for that error in judgment. Negligence in office, it's called.

There was a lot of that in the Clinton administration.

The Bush administration has a good start on correcting Clinton's negligence. But more, much more, needs to be done. The three Washington Times articles go far in bringing some of that to light.

Illegals have no fear because the Federal Agents are severely under-staffed and under-funded.

We pay more than $11 billion annually for education, health and jailing of the illegals. Government is doing little to help. Add in the fact that nearly half of the 48 al Qaeda terrorists tied to violent acts in the United States between 1993 and 2001 committed significant immigration-law violations, and that problem gets more serious than just monetary expenditures.

Clinton did nothing. Negligence in office, it's called. Bush is correcting.

It may be like bailing water, but we must go after them one by one, step by step and start sending them back. Give them an inch and they keep taking yards where now Fox has decided that it is our problem to keep these illegals on our rolls and to support as many as want to come. A serious effort to keep sending them back may send a message.

Clinton left to the borders open to gain votes. He knew that if he threw entitlements at them, most immigrants of all kinds would vote for him thus diluting the conservative vote. No doubt the illegal immigration problem is a big one. Maybe the biggest.

The key point. Note that the so-called 911 commission never mentioned the "I" word at all, while just a few minutes after the event, people were pointing out that it was then Commissioner Doris Meissner's policies which had allowed the little darlings to romp through our country unimpeded.

That wasn't an accident on their part. Both parties are desperate not to say mean things about the Saintly Immigrants. Better to blame entities like the amorphous "intelligence community" than to take a political risk and put the blame where it belongs.

And it's been going on for years and the elected officials and judges instead of doing anything actually pander to them.

No doubt the illegal immigration problem is a big one. Maybe the biggest.

For those of you who DON'T live in one of the border states at the southern part of USA, you truly clueless as to how big a problem this is.
Do not preach to me about being compassionate. These people are intruders. I don't intrude into your house or property. They should not intrude into my country.
If there EVER was a taxing authority who had the guts to clearly show how much of your tax dollar goes to support these invaders, perhaps people would start voting with their brains instead of their "feelings".

Good series of articles -- damn shame we can only excerpt the Washington Times on this site.

I'm still doing a slow burn over the $42 million being given to Arizona's hospitals to partially cover the cost of medical care to illegal aliens. They should have given the money to the Border Patrol with instructions to lower the patient count.

Your tax dollars at work, folks, subsidizing cheap labor for greedy little weasels.

Bush is worse than Clinton was on border security and Clinton was bad.

The record will show that Bush let in as many illegal aliens in his 4 years in office as Clinton let across in 8 years.

Bush appointed an open borders, pro-illegal immigration, Libertarian to head up the INS before 9/11.

After 9/11, Bush appointed a know-nothing/do-nothing, Cuban banker to head his new Dept. of Immigration.

Bush isn't serious about border security at all and the U.S. Taxpayers are paying the price.

19 POINT ACTION PLAN: Border Violators

1) Close all US borders to illegal entry forthwith by any and all means possible, including military presence.

2) Maintain legitimate immigration levels at modest annual level with requirements that immigrants be employable or sufficiently wealthy for self-support if they do not intend to work, proficient in basic English and willing to be assimilated into American culture and language. All applicants shall provide prints, photos and DNA samples.

3) Legal immigration shall be awarded only to those of Christian and Jewish faith, wherein all countries are given equal status in the immigration lottery, without regards to color or economic plight of originating nation. Christians and Jews from muslim countries fleeing religious persecution shall receive preferential and accelerated immigration status.

4) Individuals of Islamic faith (muslims) from any country shall be denied immigration privileges or entry into the US.

5) Detain all border violators, taking photos, prints and DNA samples of said violator while at the same time, checking for out standing warrants. If no warrants are outstanding, return border violators to home country within 20 days via commercial airline and submit cost of such action, including processing and housing costs for said violator, to country of origin. If costs are not paid within 30 days, reduce any and all aid to said country by a like amount.

6) Should any country from which a border violator originates not currently receive any aid from the US, the Justice Department shall be authorized to seize or secure liens on assets owned, managed or registered to that country to the full extent of the obligation.

7) Establish new Guest Worker Visa (GWV) category, renewable every six (6) months, for unskilled labor positions wherein all applicants shall provide prints, photos and DNA samples. Work permitted of such applicants shall be limited to one of several categories, including childcare, lawn/gardening, restaurant staff, cleaning, and the like. Families of GWV workers are not permitted to enter US, nor will the birth of a child in the U.S. to one of GWV status confer citizenship to either parent or child.

8) Any violation of civil or criminal laws shall result in the forfeiture of the GWV and immediate return to originating country.

9) GWV holders shall be prohibited from claiming unemployment benefits, welfare support or free medical service.

10) The originating country of all GWV holders shall be responsible for any loss caused by their citizens, including emergency medical claims and claims resulting from illegal acts committed while in the US.

11) Companies that hire GWV holders shall submit to the Immigration Dept the name and GWV number of that individual, along with a description of employment tasks. Companies that fail to report employment of GWV workers, or hire border violators, shall be subject to fines and penalties.

12) GWV workers shall not receive unemployment compensation but shall be subject to an alternate tax equivalent to the current unemployment tax rate, which shall be withheld and be applied to border patrol activities. GWV workers shall be paid with check, having income tax withheld.

13) Border violators, or any non-citizen not possessing a valid visa, detained by local police for any reason shall be turned over to border control officials for immediate deportation action, except if they face criminal charges in other jurisdictions.

14) Border violators and GWV workers shall be prohibited from voting in local, state and federal elections.

15) Border Violators shall NOT be afforded the rights enjoyed by American citizens, as guaranteed under the constitution.

16) Public education (at institutions supported by taxpayer dollars) at any level (pre-school, kindergarten through the university level,) shall NOT be available to Border Violators (or children of Border Violators) and schools that enroll such individuals shall be subject to penalties.

17) Foreign Students (F/S) (individuals admitted to the U.S. for the purpose of attending any educational facility,) private institution or public (i.e. supported by taxpayer dollars,) must have valid student visas, such visas being in force only if the F/S attends school full-time. F/S shall be required to pay tuition, housing and related costs such that all their educational costs are fully reimbursed to the institution attended. The originating country shall pay for any and all loss caused by students while on U.S. soil.

18) Border Violators seeking emergency medical treatment shall provide pictures, fingerprints and DNA samples along with country of origin, and shall be treated then incarcerated until information provided can be verified. Originating country shall bear the costs of medical treatment and confinement.

19) Children born in the U.S. to border violators, illegal aliens or of foreign nationals in the U.S. for any reason (including temporary visitor, school or work visas,) shall not be eligible for citizenship as circumstances of birth, nor shall the parents or parent’s family members (relatives) be conferred U.S. citizenship as a result of such births.
