For what its worth that doesn't look like a windsurfing rig. Wheres the boom? Looks more like a kite surfing photo op. If kite flying is as tricky to learn as windsurfing, then this guys spends a lot of time hang'in at the beach.
You are correct, that is a kite surfing rig. And judging from the wake, he is quite good at it. I have watched them kite surfers make 10 foot jumps.
