Humble opinion: The structure is fundamentally broken. The architects, brilliant as they were, could not conceive of all the follies that would be levelled against it. The underlying structure has been altered beyond repair; further patches just weaken the integrity of the system.
Time to take stock, learn from history, and design a new system: based on, but different, from the old.
Of course, you'll have to win agreement, one way or another, from all those who feed off the destruction of the current system.
Good luck...

Well, I don't think the founders ever believed that the system would last as long as it did.
Also, I don't think they could have expected the nation's elites to complete reject the judeo-christian world view the nation was founded on...

The underlying structure has been altered beyond repair... Yep. The Constitution & Bill of Rights lasted suprisingly long, but are now deceased. As Barney (Simpson's) once said: "Don't cry for me, because I'm already dead". Oh well, hello police state.

Of course, you'll have to win agreement, one way or another, from all those who feed off the destruction of the current system. The anarchist-socialists on the left (Marxists all) have been pushing for just that for 80+ years. Looks like the institutions of marriage and church have been successfully knocked down. Parents are so fed up with public schools that many have gone to home schooling.
I won't let them hijack my country.
