Actually, I found the news item, which may have given Al Qaeda the idea. Couple this with the way Spain rolled over.

The former cabinet minister Mo Mowlam has called on the British and US governments to open talks with Osama bin Laden and al-Qaeda around a negotiating table.
The former Northern Ireland Secretary said that by carrying out military campaigns in the Middle East, Britain and the US were acting as a "recruitment officer for the terrorists".
In a TV interview to be broadcast on Easter Sunday, she described the current hard-line approach to the "war on terror" as "completely counter-productive".
Ms Mowlam said Britain and America must open a dialogue with their enemies.
Asked if she could imagine "al-Qaeda and Osama bin Laden arriving at the negotiating table", she replied: "You have to do that. If you do not you condemn large parts of the world to war forever."

Interesting. Here's another take from an article posted about 6 to 10 articles below yours titled "End of the beginning of the [WOT]":

Maybe this means the noose is getting too tight.
I don't doubt that the area of "freedom" he is in (if alive at all) is getting pretty small by now, and the excape routes are being cut of more and more.

Perhaps the Islamic fascists understand that the war against liberal democracy requires an alliance with the socialists of the Left. Socialists of Right and Left formed such an alliance prior to World War II, in their destruction of the Weimar Republic in Germany, after all, so such an alliance is certainly possible.
You have to admit that Islamic fascists and Leftists view the problems of the Third World in almost identical terms. They say that Islamic fascism is a necessary reaction to "American imperialism" or to the exploitation of the Third World by capitalists. The backwardness of Arab countries is the result of outside unfluences, economic and cultural.
Western democracies, however, are never subject to the same standard. The are to be judged on a moral basis. Islamic terrorists and so-called "liberals" certainly share both typically socialist views.

The Democrat talking points are nastier.
During the Democrat Debates, bin Laden would have stood on stage just ideologically to the left of Lieberman. In the Senate, he would be in the right-middle of the Democrat pack.
