NEWBURGH, New York (24 Feb 2004) -- Here's a mystery that would
challenge even Sherlock Holmes.

A man's body is found floating in the Hudson River. He's wearing a diving
mask and scuba gear.

But it's February, a time of year in the Northeast when only members of
the Polar Bear Club – or actual polar bears – are likely to venture into the
water.

That's the mystery that federal and local investigators were still trying to
solve yesterday afternoon. The man's body was first spotted Sunday
morning by the crew of a Cyprus-based ship that had just delivered a load
of coal to Dynegy's Danskammer power plant.

Town of Newburgh police were focusing on identifying the body, but so far
have not even determined whether the victim was a local resident or
someone from a ship.

Detective Sgt. Margaret O'Neill said investigators were comparing the
victim to recent missing persons reports, but wouldn't disclose details
about the case.

"Until we identify him, we're not releasing anything," O'Neill said.

The Coast Guard, which often investigates such incidents in the river,
referred questions to another federal agency – Immigration and Customs
Enforcement, which, like the Coast Guard, falls under the umbrella of the
Department of Homeland Security.

ICE agents reportedly were interviewing crew members yesterday. But
two spokesmen for the agency yesterday refused to say why ICE was
involved, and said they could not shed any light on the case.

"We have a lot of the same questions you do," ICE spokesman Marc
Raimondi said.

The New York Daily News reported the ship, called the Brussel, underwent
a random, routine inspection by the Coast Guard in New York Harbor last
week before it was allowed to continue up the river.

EXCLUSIVE: 28 February 2004; Newburgh, NY-- Douglas Hagmann, director of the Northeast Intelligence Network, and Investigator "Skip" Callahan were in Newburgh, NY probing the unusual incident where the body of an unidentified diver was found in the Hudson River, near the Danskammer Power Plant. The above composite was made during the autopsy of the unidentified man; he is described as a white male, 5'7" tall, 160 pounds, with gold, double loop earrings in each ear. He also has two tattoos on his left chest and shoulder (one is a cross with the initials "C.M.M" and the other is of an angel with yellow hair). The man was wearing a mask and scuba gear when pulled from the icy Hudson River.
Investigators from the Northeast Intelligence Network are investigating the possibility that this man might be part of a larger terrorist operation referenced in a number of jihad forums within the past year. Based on the presence of federal authorities in Newburgh, NY, it would appear that they are considering the same possibilities. Developing...

INVESTIGATIVE NOTE: A number of people contacted by investigators have their own theories on possible terrorist "targets" in the area. One target in particular was mentioned in nearly every conversation: Indian Point Nuclear Reactor.

Investigators from the Northeast Intelligence Network traveled to the area where the body of the diver was discovered and the area near the nuclear reactor, located approximately 12 miles to the north. Currents in both areas appear to be the same - 4 mph "tidal currents." The water temperature was warmer near the reactor as a result of the outflow from the facility, while temperatures gradually decreased to approximately 40 degrees F near the Danskammer Power Plant. Ice was prevalent on the east and west shores of the Hudson beginning approximately 1 mile south of the reactor. The diver found in the water was reportedly NOT wearing a "dry suit," which is recommended for water temperatures under 40 degrees F. It is unknown how long the diver had been dead or in the water, however law enforcement officials interviewed suspected that the diver entered the water at some point after dark on Saturday night or early Sunday morning. He was found on Sunday, 22 February 2004. Although a ship from Cyprus was in the area, there is little reason to believe that the diver originated from this vessel.

When I clicked and dragged on the article it was one of them did not highlight normally but instead the letters changed color from black to blue. Still copied though.

Anyhow, it will be interesting to see a follow-up on this.

You're right... very odd. All my possible non-tinfoil-hat theories go out the window when you consider nobody reported him drowned or missing.

I clicked on this because Newburgh is only about an hour from here and I haven't seen anything locally about activity that could explain this.

Here's one totally unsubstantiated SWAG---the diver was out to retrieve a submerged drug drop.

Or he was spearfishing with electric lights.

Or he was looking for a cave leading to an ancient Viking ship sitting next to Captain Nemo's Nautilus.

Speaking of lights--or cameras--I wonder if any were found with the body. I notice we've seen nothing else of the incident where the guard was shot the week before the Superbowl at the Texas BASF plant. Gotta wonder if the Powers That Be consider this diver to have been a possible scout.
