SANAA, Yemen, Jan. 24 (UPI) -- A purported statement by al-Qaida in Yemen warned Saturday of a "major strike" soon in the United States.

The statement, distributed by the Yemeni Tagamoo Party for Reforms, said: "A major strike, a big event will take place in America soon," reminiscent of the Sept. 11 attacks.

Report: Al-Qaida has obtained tactical nuclear explosives

Al-Qaida has obtained tactical nuclear explosive devices that can fit inside a suitcase, Israel Radio reported Sunday night citing the Al-Hayat newspaper.

According to the Arabic daily based in London, the devices are not intended for use, except in the event that the existence of the organization is threatened.

The report said that members of Osama bin Laden's group purchased the devices from Ukrainian scientists who sell them to anyone willing to pay the price.

Ireland, Clinton Foundation Sign $158.2 Million Agreement To Provide AIDS Drugs to Mozambique

July 22, 2003

Irish Prime Minister Bertie Ahern on Monday signed an agreement with former President Bill Clinton to donate up to $158.2 million to the William J. Clinton Presidential Foundation for the purchase of antiretroviral drugs for HIV-positive people in Mozambique, making the country the world's third largest buyer of AIDS drugs, the Irish Examiner reports.

Under the agreement, Ahern committed the country to providing $71.9 million over five years with the possibility of an additional allocation of $86.3 million. The grant will enable Mozambique to provide access to HIV/AIDS treatment for up to 500,000 people, according to the Examiner (Sheahan, Irish Examiner, 7/8). The agreement provides for a collaborative effort between the Clinton Foundation and the government's Development Cooperation Ireland, making the country the first nation to publicly declare its support for increasing access to antiretrovirals, Clinton said at the signing (McKenna, Irish Independent, 7/8).

The Clinton Foundation HIV/ AIDS Initiative aims to assist nations in implementing large-scale treatment, care and prevention programs (Clinton Foundation Web site, 7/8).

This is a Right-to-Work State, which means employers have the right to underpay workers and fire employees at will.

You speak like a good little union soldier. Right to work means people are free to work without having union thugs control who can or can not be employed. "Underpayed" is a union codeword for accepting pay a less than the wage demanded by the local union. Frankly, if the union can't compete with workers in the local economy, they don't deserve the work.

I work every day with an "at will" employment agreement. I don't work for union wages. I don't work at the pleasure of a union thug. I do live in Idaho, but I don't try to live off the local economy. I travel all over the U.S. to work on contracts. I have more demand for my services than I have time to satisfy. Layoff. Sure. The dopes at my San Diego office laid me off after I produced 250 hours per month of billable work at $250/hour for 18 months. It took me 6 weeks to find another $3 million in new work. The San Diego office thought they deserved to sponge off of that marketing work. I told them to screw off. They were and are leeches and worthless sponges.

Don't sit still and play the "poor me" game. Chase down new work. The economy is just fine. The "union" isn't your savior or protector. It is their job to bully your employer until your services are no longer competitive and to drain your pocket of union dues so they can elect the Democrat politicians they prefer.

Sources close to the Al-Qa'idah organization revealed yesterday that Usamah
Bin-Ladin's organization acquired tactical nuclear weapons from Ukraine
after Ukrainian scientists visited Kandahar (south of Afghanistan), the
stronghold of the Taleban movement, in 1998 and met senior Al-Qa'idah
leaders.

The sources added that the visit resulted in a deal by which the
organization bought suitcases containing these weapons, which were then
placed in "safe places".

Several reports had talked about the disappearance of more than 70 nuclear
warheads after the former Soviet Union's collapse.

The same sources asserted that the organization "will not use these weapons
in any confrontation with the US forces except in two cases: The first
inside the United States because it knows the extent of the massive damages
that their use in any Arab or Muslim country might cause and the second in
case the organization suffers a crushing blow that leaves it no room for
manoeuvre or survival, such as the use of the nuclear or chemical weapon
against the organization's fighters."

Identical US and Pakistani sources meanwhile asserted yesterday that the two
countries are working strenuously to prevent nuclear technology from
reaching Al-Qa'idah. While observers of this file rule out Al-Qa'idah as one
of the beneficiaries from the leakage of Pakistan's nuclear technology whose
details were revealed recently, they do not however rule out the possibility
of nuclear leakage in view of the difficult economic conditions in the

Incident and Unified Command

Organizational command and control is paramount any time several units or several agencies are required to work together at an incident scene towards common goals. The inter-operability of agencies to effectively work together to coordinate resources is contingent upon their ability to:

Create and establish a functional incident command system quickly upon the arrival of first responders to insure effective deployment and scene safety control.
Have a learned ability to elevate their incident command system to a unified command system when the need becomes apparent due to multiple agencies at local, state and possibly federal levels are forced to demonstrate inter-operability for coordination purposes.
The establishment of an EOC (Emergency Operations Center) connecting the incident commander, unified command to local government(s) policy makers for the purpose of scene support, policy considerations, recovery transition and matters of government continuity.

Illinois has developed and is deploying course work throughout the Illinois Fire Service Institute for the training of first responders, government officials and other quasi-public and private sector entities which might become key elements in crisis operations.

Incident command has been used by Illinois Fire Service for over 20 years and is a mandated requirement for incident scene command and control on a daily basis. MABAS is activated over 700 times annually for non-declaration of disaster incidents (extra alarm fires, EMS multiple victim incidents, hazardous materials spills, etc.)

Special Operations Teams:

Special Operations Teams exist at the local and state level in many disciplines including fire, police and technically appropriate state agencies. Examples include; Statewide Fire HAZMAT Teams, Technical Rescue Teams, Incident Command Overhead Teams, Law Enforcement SWAT Teams, Incident Confinement Teams, Crime Scene Investigative Teams and more. State agencies include the Civil Support Team, Weapons of Mass Destruction Response Teams, and IDPH IMERT EMS Teams. Other specialized teams are at the ready within the states EPA and Nuclear Agencies.

All of these teams are part of, or in the process of becoming part of the statewide response plan. As such, teams have agreed to various standards, procedures, inventories and minimal qualifications to insure seamless scene operations or simply put inter-operability.

Statewide systems where inter-operability has been achieved is within the 36 HAZ-MAT Teams statewide where WMD equipment is standardized, operating protocols are standardized and minimal qualifications and training certifications are standardized - all provide for inter-operability.

The media is currently rampant with claims of nuclear weapons possession by alQaeda. In light of this I will reiterate something I said earlier regarding the use of weapons of mass destruction against America, particularly by a non-state entity like alQaeda:

"The appropriate response is determined by the Commander in Chief under the advisement of the National Security Council, among others, and in accordance with longstanding US policy regarding an attack upon the United States utilizing any Weapon of Mass Destruction."

God help the Muslims of this world if alQaeda is able to do what it is claiming it will do. The people of the Islamic faith should have cleaned their own problems up and taken care of this long before it reached the stage we appear to be at tonight. The wrath of America will be unquenchable if an American city is attacked by a nuclear weapon.

People have short memories. Our parents and grandparents remember Pearl Harbor. And for many 9/11 is a memory that is still too fresh and painful and America rallied in its wake. Time will tell what happens next.

God help us all.

That diagram looks very similar to another one that was supposed to be from AQ. It was posted on the first thread, I think. I'll see if I can find it. It may give some credence to the other diagram that we had.
