Gore saw that a line had formed, cut to the front and pretended he's a leader. Here he's backing the Democrat at the front of the line, even though Dean is in many ways the exact opposite of Gore. Dean is a political outsider and radical liberal, a left-wing revival preacher whose platform is a lot closer to George McGovern's than Bill Clinton's. One wonders what is behind Gore's endorsement, and you can bet it wasn't the result of deep reflection divorced of all selfish concerns. Gore is thinking how he can become President someday, and if the Democrats defeat Bush in 2008 Gore would not be able to run until 2012, when he'd be 64 years old and as relevant to the political world as Walter Mondale and Michael Dukakis are today. So Gore needs for Bush to win reelection next year so that he can run for the open seat in 2008. I would guess that his endorsement of Dean has three objectives: (i) keep his name in the limelight, (ii) add his endorsement of Dean to his résumé to help preserve his populist image for the 2008 primaries, and (iii) help push Dean over the cliff.

The only real question is why Gore dropped out in the first place. As I recall he was having fund raising sessions regularly and had only recently returned from China when he withdrew.
Think of it! He won the popular vote, was a VP and had some influence over the party apparatus, but he still quit. No explanations from the pundits.
