Grocery store cameras have reportedly caught him purchasing paperback novels with missing covers from the discount table.
Publishers print warnings that such books are blackmarket and therefore are illegal to sell.
The DNC is going to report that Rush actually has a secret compulsion to read romance novels with half naked damsels and rogues on the cover but is to embarrassed to let anyone see him with them in the checkout line.
