Starting with Clinton (yes clinton - its true) the Defense community started at looking at ways to get commercial items - from hard drives to airplanes - quicker. Where before the government would contract for somebody to build parts for equipment, now they are looking and buying equipment that is in use everywhere. Under Bush, Rumsfield had his people review all the standards and cut out even more fluff, making acquisition of stuff even quicker. It used to be that we government workers would ask our support people to "get us" pens and whatnot, and we could wait up to a month or so until they went to pick it up. Now, a secretary makes a list of things, and goes armed with her gov't credit card to Office Max or whatever.
