Social workers as a group routinely identify with the victim. In a normal everyday conflict, there usually is no clear cut victim. These events commonly escalate into violence because both sides feel justified. Social workers will be paralyzed by their built in prejudice, take sides, and become the victim themselves. It is baked in. There is no way this will not end badly.
Or the city will end up with a few dead social workers, thus permitting promotions in that department.
