The excess deaths over the usual amount for April would suggest an under count rather than an over count.

Except that total deaths in the US this year are down not just from 2019, they are down from 2015, 2017 and 2018 as well. If coronavirus is killing all these people this year, how come overall deaths are down?

Nobody is saying there are no deaths from the coronavirus. Just that the numbers are being inflated.
