President Trump is closer to his second Election Day than his first, and an impeachment probe threatens his political future. But inside Trump campaign rallies, its still 2016.
At each rally, energy pulsates through a crowd that waited hours to stand and chant for a border wall, a drained swamp and Hillary Clintons incarceration. They rejoice in the mention of every electoral vote as Mr. Trump recounts his victory, state by state.

I think Trump is being very strategic and will not only win, but also take back the house.
Trump is playing the ground game. He knows which battles he must win to turn the country red.
For example Pence’s visit to PA today was in a Republican district that Trump won highly that now is represented by Democrat Rep. Cartwright.

That there is a lot more going on in the campaign besides the rallies.

the rallies are certainly the most visible part of the campaign and serve to obtain billions of dollars of free, live television, and generate enthusiasm for donations, volunteers, and talking up Trump’s re-election to friends, families and co-workers who might be receptive to discussion.
The other side of the campaign is the nuts and bolts, led by Brad Parscale. This involves spending 2-3 billion in anticipated donations, producing and buying TV and digital ads, developing ad staffing hundreds of campaign centers across the nation, GOTV efforst, co-coordinating with the RNC and the many House and Senate campaigns, etc.

The rallies get local coverage that is is pretty unfiltered, plus it tends to be of longer duration than any clips from any network other than Fox. These local stations have significant reach into other key markets.
They certainly are NOT a sideshow!
