I doubt he could get such a bill approved in the Senate these days. It's less likely to get it through the House.
It sure does make it hard to believe he couldn't motivate Republican voters in the primaries and cauci, though.

Lindsay, you’ll have to pass that legislation over a presidential veto, and that assumes the House would jump off the cliff with you (it won’t). If Trump wants to withdraw Obama’s decree, there isn’t much you can do about it.
