That pretty much makes it certain she lived in the USA for "five years over the age of 14" and likely that she lived in the USA for about the first 20 years of her life (assuming she didn't live overseas between being born in Delaware and attending university in Texas, but only moved to Canada to get a job after completing her studies.
Anyone know much about the reason for the late life divorce of Cruz's parents. I find that unusual for such a committed Christian preacher.

According to your test tourists are able to make American babies, because while being a tourist you have to pay parking tickets. (Q: If you got a parking ticket as, for instance, a citizen of Poland, and then went back to Poland could the city of New York really collect it from you? I would say "NO". they could not, because you are not "subject to their jurisdiction" as a Polish citizen living in Poland. Extradition treaties do not cover parking tickets.

On December 22, 1970 Ted was born in Calgary, Alberta, Canada to Rafael and Eleanor Cruz, both Canadian Citizens, which voided his prior American green card status.

‘foreigners’ and ‘aliens’ are their own terms, standing apart from ‘families of embassadors’ and ‘foreign ministers’
additionally, looking at the 14th amendment:
“All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside.”
‘foreigners’ and ‘aliens’ do not reside within a state.
