The reason Cruz is a great debater has less to do with technique than his mind is sharp as a tack.
Jeb not so much.
He’s a lousy debater because he never had to be- he is the scion of a rich family whose father and brother were both Presidents and representing a faction of the Republican party that disposes of a great deal of money and power. Why would he need to?

It was 22 years ago that Jeb first ran against Lawton Chiles, and the Dems pulled their usual tricks to ensure Chiles' re-election, in spite of it being the 1994 Gingrich Revolution. When Bush ran again in '98, he was a virtual shoo-in, because MacKay had conspired to keep Willie Logan (black) from the FL House speakership, so all the black voters stayed home; ditto when he ran for re-election in '02, because Janet Reno lost in the primary to Bill McBride by a hair, and all the lib women stayed home.
Jeb was a reasonably effective governor: kept the budget under control, tried some education reforms, handled the onslaught of hurricanes in 2004 very well.
But there is nothing in his resume that indicates that he would be a President who would overturn the Obama "transformation," and what the country needs in 2017 is not someone who is reasonably effective, but someone who is going to kick @ss and take names. Trump acts like he would do it; Cruz is someone we know would do it; Jindal might have been one to do it. Everyone else on the GOP stage would become the caretaker of everything Obama has forced down America's throat, and that includes Jeb Bush.

Actually, Cruz debate performance owes to both brilliance and technique. In his recent biographical book, he talks about how he joined debating teams going way back and continued to hone the skills through high school, college and law school. Naturally, he continued developing and perfecting these skills as an appellate lawyer and got to witness the best as law clerk to Rehnquist.
