NO longer can Congress, the Senate and POTUS, continue to kick the can down the road, last month "October" the deficit increased another $120B a whopping 22%. An essential duty of Congress/Senate/POTUS is to establish and pass an annual Fed budget, they have failed to perform this primary duty for the past four years. NO MORE!
A law needs to be passed NOW, requiring Federal legislators and POTUS to pass a federal budget per the guidelines of "Budget and Accounting Act". If POTUS and the legislature fail to accomplish this task by the due date, ALL three, Congress, Senators, and POTUS pay will be frozen and forfeited until a budget is passed.
Keep it simple and to the point, nothing added, no gimmicks to delay the process would be allowed, either these employees who work for us will perform their duty or not get paid.

WTF? You think this is 1790? There are no checks and balances anymore. We are not a nation of laws.
We pass ideas now and appoint regulators to enforce fiats and run our lives.
The days of passing simple laws by which a justice of the SC can rule are long gone.

There IS such a law. Its called the Constitution of the United States of America. Who's going to enforce it? Holder? Obama? Bohner? Fuggeddaboudit!
Many of them are independently wealthy and this would not enough to motivate many of them. I think it would be far more effective to have a rule that any member of a Congress that fails to produce a balanced budget may not run for re-election. You’d see some action then.

NO FED BUDGET - IMPEACHMENT.
Government cannot continue to be big without sustainable revenues from a large manufacturing base. Even the smallest manufacturing attempts in remote, rural areas have been outlawed by the political/regulator class. Government cannot continue for long to be big with a currency of rapidly declining value caused by overspending and various trade imbalances with a balance of payments deficit for each (lack of real, big revenues needed for big government as differentiated from a hideous pile of debt).
Checkmate. Government’s going to shrink. Members of political gangs can thrash around with all kinds of trashy speech and actions in attempts to snag most of the debt pile, but they won’t stop the correction process to come (shrinkage, followed by opportunities for better leadership in business, politics and academia).

It is true, that almost half of congress members are millionaires. However that leave the other half to apply serious pressure. I’m sure even some of the millionaires club couldn’t survive without regular pay due the high costs of living in DC.
More to the point, it has to be done, and it has to be enforced. There is NO question that a financial collapse is coming, the only question is when, there is NO serious economist that would say otherwise. Romney failed to hang the last 4 years of NO Fed Budget and the consequences around Obama’s neck as the number one priority and failure of Obama’s leadership. American’s can debate how bad the economy or joblessness is, but no one has any doubt that Obama failed to lead congress in the budget process. The result has been run away massive spending with little accountability and colossal increase in the deficit.
To be honest both sides Dems & Rep, have failed, there is a leadership deficit in Washington, and here we are today.
Those who can afford not to paid would have an advantage over those who could not.
Build an apartment complex near the capital and take away most of their Per Diem.
