It’s hard to say you’re inclusive when inclusive means hiring blacks and they are only 17 percent of the population. When 83 percent (or more) of the qualified, available candidates are not defined as “inclusive” you have to jiggle the stats somehow to achieve inclusivity.

Agreed. Betcha that list of preferred candidates corresponds exactly to a list of candidates eligible for kind of federal subsidy: ie, the administration is bribing companies to do that.
n.b. a list of “prioritized candidates” indicates its opposite exists: a list of “de-prioritized” or those to be discriminated against (disenfranchised).
Remember when companies boasted, “We don’t discriminate on the basis of color, creed, sex...etc” ?
