Note that the ATC Ground Controller, in the Tower, has the responsibility of keeping AC separated while on the ground taxiing to the runway prior to take-off or taxiing to the terminal/parking after landing.

Planes were being de-iced prior to take off and one pulled in too close and hit the other plane.
Sounds like pilot error , not ATC.
