That is true. But the operators may be less at fault than their commanders. 🤔
I would say that France has surpassed Russia some time ago, as for their weapons systems, pretty darn good, as to comments like white flag… the French military fought hard, the defenders at dunkirk made it possible for all of those to escape, many French who were saved returned to france to fight but were let down and betrayed by their leadership
I deployed with many French soldiers and have nothing but respect and I can tell you they respect the US soldier.
Russia had a similar drop in arms sale after both times in Iraq. India dropping SU-57 development and no one committing to buy T-14 Armatas is not helping. Since the fall of the USSR, every few years the world keeps getting reminders of two key features of Russian weapons. Buying Russian weapons subsidizes Russian military operations. Second, the performance and quality of Russian weapons are not what they used to be.

You need to keep up. Kalashnikov is vastly expanding its domestic production of drones and implementing widespread improvements in their lethality and range.

We're number one, by a factor of more than four times the nearest competitor, with France and Russia vying for number two.

Likewise, I doubt arms exports is the top priority for Russia’s defense industry.
The French get a bad rap. They got destroyed in WW1 and were psychologically broken by WW2. I love how we laugh at them like we’re still some country of hardassed cowboys anymore. Some still are. Most are as soft as pillows. Can’t imagine having 1 let alone 2 major land wars on your own turf within 50 years, watching your sons and their friends get mowed down like grass in the first one and see how you come out the other side.

It is not a matter of priority, but a matter of production capability and domestic need. I would highly doubt they have the excess capacity right now to export much of anything, however that does not mean they don’t financially have the need to. Very few weapons systems survive on domestic sales only. Economy of scale dictates that. F-35 is a prime example of that and with the large export market created the per unit cost has plummeted
Additionally the battlefield performance of some of their main export items have not been good, add to that growing arms industries in Turkey, France and esp South Korea, and the future prospects for Russian arms industry does not appear to be good

Russia pays its combat soldiers roughly $32k a year right now, which is more than the US pays its soldiers. Where does that money come from? From their ‘suffering’ oil sales right now. As to arms exports, I’d say Bradley Square in Ukraine isn’t helping the US arms manufacturers.

I would say US arms industry is doing just fine
As to petro dollars for Russia, the key is for Russia to still get oil to market just at a discount which is what is happening, where Russia is really hurting is refined products that market has collapsed and what they do sell is most likely at near zero profit so win win again
US has more Bradley’s abrams and Strykers than we know what to do with, Bradley’s and Strykers are being phased out.
So again win win
