The problem is “autistic” is so broad. I would need to know more about how profound this particular person is to analyze this further. Also, it sounds like all sides could be more understanding - the parents of the special needs person could have been more assertive in apologizing, and said they would take steps to make sure it doesn’t happen again.
The parents of the 3 year old should have been more empathetic and worked with the parents of the special needs child to see how they could work together to make things better for everyone.
Judging by his behavior in the video, I'd guess this young man is profoundly autistic.
However, the police officers' response to the little boy's mother was horrible.
