Judging by his behavior in the video, I'd guess this young man is profoundly autistic.
However, the police officers' response to the little boy's mother was horrible.

I just watched the video. This was not a simple kiss like a mom gives her baby. Sounds like the man give the baby the tongue, was slobbering all over the kid or something. I don’t care how “autistic” he is that is freaking gross and he should not be around little kids.
