If the driver stayed it means that he or she has a sense of right and wrong. I’m going to take a guess and say the driver was old and probably shouldn’t have been driving.
Not likely, as he is cooperating with investigators. An Illegal would flee the scene.

The article is so incomplete and lacking of facts tht it isn’t what happened. First of all, it wasn’t on a city street, it was on a bridge. A better article was written by KTAR news:
PHOENIX — Police in Goodyear are investigating a fatal accident involving a pickup truck and a group of bicyclists that killed two people and injured 11 others, authorities said Saturday.
The accident occurred just before 8 a.m. on the Cotton Lane Bridge, the Goodyear Police Department said in a press release.
A woman bicyclist died at the scene while another bicyclist, whose gender has not been disclosed, died at the hospital, authorities said.
Police said all the bicyclists involved in the accident are adults and that the driver of the pickup stayed on the scene.
Cotton Lane is expected to remain closed in both directions from the circle at Estrella Parkway to MC 85 for several hours as an investigation into the incident continues.
Police are asking motorists to use alternate routes during the closure.
No additional information was immediately available.
So before anyone jumps on the band wagon and faults the truck, they might want to find out the circumstances.

If this occurred where I think it did, I don’t see how 13 bicyclist could ride on that highway without causing a hazard.

That's why I quit riding public streets.
People have a resentment issue and it isn't because these old bikers were hogging the roads.
When I was considerably younger I did a lot of road biking. I tried to be a good citizen and stay out of the way of traffic. I was hit once, by a lady who blew through a crosswalk as I was *walking* my bike across the street. She did not stop. I was not hurt, but my bike was a bit bent up.
With all that said, there ARE cyclists who are stupid, oblivious, and hostile. Case in point:
I used to live a block from a winding, hilly, narrow two-lane asphalt road. It was the main thoroughfare from the south side of the community to the north. No shoulders - just a ditch on one side and a narrow sidewalk on the other. The local bike club (out of Atlanta Cycling a couple miles north of the road in question) decided it was a GREAT place for a group ride. Very dumb.
I came over a hill on a curve, doing under the speed limit (35) and there was a whole crowd of cyclists coming up the other side of the hill. They were not obeying the law here which says no more than two abreast - there were 3 or 4 leading the pack, and the outside one was IN MY LANE. I slammed the brakes and hit the ditch to avoid hitting him, and he and the rest of the mob shot me the bird and bobbed off, without stopping to see if I was all right (I was, and my car was fine too.)
I went straight down to Atlanta Cycling and told them that I was filing a complaint with the local P.D. Didn't see any more rides on that road. Good: I don't want some idiot's death on my conscience.

Problem is many drivers simply don’t register motorcycles or bicycles in their coconut and drive accordingly.
When I was young I was a champion cyclist competing at a national level. I rode on average over 10,000 miles a year. I obeyed traffic laws and did my very best to not disrupt traffic. I carefully picked my routes to avoid busy streets as much as possible I never got hit by a car during this time period. The close calls that I had were all caused by cars and trucks intentionally trying to run me off the road. There were no cases when this happened because I was holding up traffic at all. They were just people like many of those who post here who hate cyclists for no good reason. Most were driving trucks or very large vehicles and they were just bullies.
20 years later my wife and I were regular tandem cyclist and again we picked our routes very carefully to avoid traffic as much as possible. We always obeyed traffic laws but the close calls started to become the result of bad drivers. We were hit and my wife was injured pretty badly by a lady over 80 who had just had her third cataract surgery and had other problems with her vision as well. She didn’t stop after she hit us and kept on going. Motorists who witnessed the mishap chased her down. She accused us of not wearing brightly colored clothing. We actually had on clothing that was so bright and colorful that I was embarrassed to wear them.
It was actually 25 years ago when we were hit. The situation around here these days has gotten so much worse with distracted drivers texting and fooling with their cell phones, and people smoking pot while they are driving... that you are basically taking your life in your hands cycling on nearly any public street. We prefer to ride on bicycle paths if possible, but they are now overrun with homeless camps.
We very rarely see young people riding where we drive these days. Nearly all are 50 or older. Yet we still have neighbors and friends who complain about cyclists. When asked about it none can give any credible explanations about where they had an alleged negative experience recently. It is just something to complain about. I assume this is because they are unhappy about all the other crap that is going on that political correctness keeps them from mentioning.
Very sad if they were riding in single file but if they were 2 or more abreast.... well, what’s for dinner?

When I used to live in NYC, a huge peloton of mostly semi-professional biker used to ride in Central Park every summer afternoon when the park was closed to traffic (7:00 pm). I have seen them scare the hell out of people just politely jogging along on the side of the road. It was frightening.
I tried to tag along once at the very end. That lasted for about an eighth of a mile (at best). And I was in great shape. Those guys were killers on wheels. If they were riding on highways, I doubt they would have been thoughtful.
Maybe vaccination syndrome?
I liked the video of a trooper saving a kitty on the highway median better...........
I can tell you that here in Florida bicyclists constantly form groups and rather than stay in the bike lanes they spread out across the car lane going 15-20mph in a 35mph zone. It backs up traffic forever and they really don’t care. I don’t know what happened here but they seem to have a screw you attitude in this area.
I have some hints.
Sun. Bikers will ride into the sun morning and night. When they are riding into the sun, cars coming from behind them are blinded, sometimes totally. Biker gets hit from behind and everyone blames the driver.
I live in an area served by narrow two lane roads with lots of hills and curves. Of the roads I use every day, one runs east and west and the other north and south....exactly by the compass. Both are favorite bike routes.
Weather permitting, there will be an idiot on one of them riding into the sun early in the morning or late just before sundown.
And even worse, every now and then one will ride through dressed as though he is going to sniper school....gray seat shirt or sweater, even an olive green occasionally.
There should be a law that ALL bikers must wear dayglow orange or the luminescent green and have a real strobe light front and back.
Bikers should always be aware that on narrow roads with overhanging trees, the driver may be in the bright sun and his eyes are adjusted for the glare and the biker ahead of him is in the shadows where he blends with the shadows and the trees. Sure death if the driver is not expecting it.
Hopefully he/she adopted it and named it Skidmark.
I quit riding period when someone in a car threw a partially filled plastic bottle and hit me in the back. I was going up one of those tall bridges at a NC beach after a long ride, so I was already shaky. There was a line of cars, so I wasn’t sure which one it was. I rode the rest of the week while at the beach....but parked my bike when I got home. People are crazy.
They are a huge menace. I was completely stopped at a 4-way intersection in town this afternoon. There were no other cars at the intersection so I clearly had the right of way.
I started to go and an “adult” cyclist blew right through the stop sign to my right at 15-20 mph and turned left onto the street I was on right in front of me. I jabbed the brakes and just missed him.
