I set one up about 15 years ago on GoDaddy... they had some basic tools and it wasn’t very hard.

It used to be that your ISP would provide you hosting/storage space to use to set up a "homepage". A little HTML knowledge and downloading some webpage templates...and of course content...is all you need.

I used to do it years ago but lost interest. But it's pretty easy and free. If your ISP does that.

I began with Netscape Composer in 2000. I switch to Dreamweaver 8 in 2005. It was great. Then about a decade later, Dreamweaver 8 developed a very strange bug, so I was forced to switch to Microsoft Expression Web 4, which I still use.

But if you want something simple, your web hosting service supplies templates. GoDaddy and Network Solutions both do.

What I'd like to know, is there a web design program that's not tied to an ISP or hosting service?

Wix, Wordpress, they all seem to be selling domain names and hosting services.

I'd like a standalone program that I can use offline, then FTP the files to my host (using a standalone FTP program -- I use IPSwitch WS_FTP Pro).

MS Expression Web 4 is old, released in 2010. I'd like a newer one, with templates and drop & drag.

Sites built with wordpress can also be used on your own host. jekyllrb.com might also be useful for your purposes.

Go to NSA.gov, click the drop down menu for “Create a Website”, click on “Choose a Template”. Easy peasy.

Better yet...Go to TicTok, click the “Buy Existing Website” tab. You may have to convert the website language from Chinese to American.
