As we see in post #17, this is a European usage.

Which means our article poster is European, and probably a Ukie propagandist.

Google has lots of articles on use of dots and commas with numbers. It varies by country and century,

“In most European countries a comma is used as a decimal marker, and a dot or a thin space is used to separate groups of three digits in large numbers. This is in contrast with how large numbers are formatted in the United States, as well as in the UK and Ireland, among others: the decimal marker is used as a decimal point, and a comma marks off groups of three digits in large numbers.”

So the number in question is thirty thousand, and not necessarily written by a Ukranian.
