I’m sure there are a lot of Japanese police movies, but these two are more well known in America because they were directed by Akira Kurosawa - “Stray Dog” and “High and Low”. Possibly one of those?

Capitani…. Two seasons. Follows police inspector Luc Capitani set in Luxembourg and originally in Luxembourgish, but available dubbed in English.
Unit 42… Belgium cyber crime unit. In French, but available dubbed into English
