Turkish Defense Minister Hulusi Akar said Wednesday that a breakthrough had been reached in the agreements and a coordination center would be established in Turkey that will oversee the comings and goings of merchant vessels.
Officials from Russia, Ukraine, Turkey and the U.N. will be involved in the coordinating efforts, the minister said.
According to the preliminary plan, Russia would agree to a cease-fire to allow three Ukrainian ports to be opened in the Black Sea to allow for safe passage, first reported by the Wall Street Journal.
The merchant ships would be escorted by Ukrainian naval vessels which would sweep the waters for explosive mines ...
The Turkish navy would then inspect all ships headed for Ukraine to ensure no arms were being smuggled in.

It’s reported elsewhere that the rail bridge at Zatoka that links these ports to Odessa has been repaired and reopened - perhaps not a coincidence - remains to be seen if Russian will target it again or leave it be.

This sounds like a great deal. Ukrainian vessels will remove the mines they placed in the Black Sea. Russians will open 3 ports for passage of Ukrainian vessels and the Turks will supervise, and check the vessels for weapons. Sometimes miracles can happen.
The burning question is will the Biden Administration queer the deal?
This sounds like a possible sane move by Russia to diplomatically extricate itself from the Tarbaby. One of our big new pieces of artillery apparently destroyed a big stockpile of armaments and amunition in an area relatively close to Odessa. Putin may be seeing the handwriting on the wall. Also there have been reports that some of Donbass’ resident may not be all that happy to become Russians. At any rate, time will tell. Hopefully, this is promising news.
