I’m not sure I understand, but in my experience, if you run a ‘ping-list’ people tend to dislike being on it if they haven’t requested to be.
(And I’ve never found replying ‘all’ to do anything.)

My guess is, “All” is an in-house acc’t just to make sure including “All” doesn’t break anything.
