Mayor Bill de Blasio has insisted for years that he followed legal guidance in response to questions about whether he improperly solicited donations for nonprofits he set up to promote his agenda.
New information released on Wednesday reveals that’s not the full story.
The city’s ethics board repeatedly told the mayor and his attorneys that he was not allowed to raise money from anyone with matters “pending or about to be pending” before his administration, but he ignored the guidance he and his team sought in the first place, according to correspondence POLITICO obtained Wednesday via a Freedom of Information request.
In describing the matter, the Conflicts of Interest Board excoriated the mayor for disregarding its advice, creating a perception of "coercion" and violating the city charter.
The board first laid out the rules in a letter dated Jan. 8, 2014 to Laurence Laufer, a longtime campaign lawyer for de Blasio, who sought guidance ahead of the mayor establishing the Campaign for One New York. The entity - which relied heavily upon donations from people with business interests before the administration - was shut down in March 2016 amid a federal investigation.
Following that letter, which has been previously reported, de Blasio hit up two developers with projects before his administration.
